GIS(Geographic Information Systems), based on geographically oriented computer technology and integrated systems, can be applied for various decision making problems. To assist decision makers with complex spatial problems, GIS can provide a flexible problem-solving method. Decision makers can generate and evaluate alternative solutions to investigate the possible trade-offs among conflicting objectives and to identify unanticipated, and potentially undesirable consequences of solutions. Educational information management system using GIS provides a framework for integrating educational database management systems. Despite the fact that the need for effective information management is well recognized among decision makers, the Korean educational sector has done little to use GIS-based strategy to deal with their problems.
The objective of this paper is to develop educational information management system using GIS and to propose the various application of this educational information management system in educational sector of Korea. GIS is used as an optimal location-allocation problem solving tool for the management of educational institutions in this paper.
To manage a variety of complex educational processes efficiently, educational administrative districts in Korea require a system which can handle logical inference, aspatially or spatially based database management, and cartographic modelling. Educational information management · system, which is developed in this study, allows to design and evaluate alternative solutions to various problems. This GIS based institutional system contains all formal educational entities and regional information. Currently, there are 6,240 elementary schools, 2,370 middle schools, 1,733 high schools, 249 universities and colleges, and 15 educational administration institutes. In this system, the study area is maintained as a series of subunit base maps, representing 9 provinces and 6 metropolitan areas which are divided into several subunits (245 counties and cities). Two types of attribute files were constructed for this study: education-related records and regional socio-economic data.
Educational resources are not evenly distributed in Korea. To solve the problem of uneven distribution of educational resources in Korea, we can use this system to examine a number of alternative location-allocation model according to the need of communities and the supply of educational resources. In addition, the location of additional facilities is suggested for the areas which are undeveloped and short of facilities through GIS.
Educational information management system consists of 5 modules: Spatial data management module; Attribute data management module; Information retrieval module; Information analysis module; Information output module. It will be applied to many challenging educational tasks in Korea such as learning and teaching, administrative and physical management tasks, human resources planning, and communities based system design.
