The purpose of this study was to assess the needs of secondary biology teachers and to
develop a useful INSET program. A survey was conducted on 154 secondary school biology
teachers in Gyeongsangnam-do. A questionnaire composed of 35 items was administered,
which was developed through interviews with 30 secondary biology teachers and a pilot
research with 40 teachers. The most important need of science teachers\' INSET was “motivating
students to learn”, and the most urgent need was “developing creative talents of students.”
Furthermore, “searching for instructional materials,” and “using instructional materials” were
also higher than the other items in the degree of urgency. Likewise, many meaningful
differences existed in the degree of importance, skillfullness, and urgency between the
characteristics of the teachers. Particularly, it was found that private school teachers\' perception
of importance of INSET were higher than that of public school teachers.
