This study tried to compose the theoretical background by considering theories related to problem behavior of youth and by examining the precedent studies, and to find out the cause of problem behavior of youth and the relationship with problem behavior. In particular, the purpose of this study is to find factors in family environment, school environment, and social environment where basic causes of problem behavior of youth can occur, to prevent intensifying problems of youth, and to establish measures. To prevent these youth problems and to establish measures, firstly, it requires publication process to share basic philosophy and paradigm of juvenile act at the national level. Second, lawful·systematic supplementation that can be accomplished practically is required for effective prevention and crisis intervention about problem behavior of youth since there are not much support·intervention to reinforce parental role, family function, and school function. Third, diverse supportive contents must be applied at the same time for a parent·family support system to prevent problem behavior of youth. Fourth, improvement of program and procedure for effective measures about school violence must be made
