한국시민청소년학회가 이론적, 실제적으로 발전하기 위해서는 민주주의 모델과 고품격 민주주의에 대한 심층적인 연구와 공감대 확산에 주력해야 한 다. 그것은 시민 청소년의 개념과 시민적 참여와 기여, 그리고 청소년 정책의 평 가와 대안에 대한 이정표를 제공해줄 것이기 때문이다. 또한 이념적 대립이나 정치적 논쟁의 소용돌이로부터도 자유로울 수 있게 할 것이다. 그리고 한국시 민청소년학회는 시민청소년이 대면하고 있는 사회적 환경에 대한 냉엄한 통찰 과 주도적인 대응을 해야 한다. 시민이라는 개념과 민주주의의 내적 동력원으 로서의 시민교육은 필연적으로 권력의 구조나 시대적 조류와 불가분의 관계에 있기 때문이다. 또한 그것은 시민청소년들의 의식과 실천에 영향을 미치는 경 험의 장이 되기도 하고 한국시민청소년학회의 연구와 적용에 디딤돌이 될 수도 있고 걸림돌이 될 것이기 때문이다.
It is necessary for the development of Korean Association of Civic Youth Studies(KACYS) to concentrate profoundly understanding the models of democracy and positively disseminating the theory of high quality of democracy. It would be helpful to find out the proper way to knowthe concept and the role of the youth civics and the civic engagement, and also to evaluate the policy for the youth. And it would let you avoid thewhirlpool of ideological conflicts and political debates. And KACYS should discern indifferently and encounter initiatively the social environment that the youth civics necessarily meet. It is because that the concept of civics and civic education as an inner power for the high quality of democracy could not be alone without the political power and the flow of age. And the social environment could be the stepping stones or obstacle stones for the consciousness and the lives of the youth civics and for researching and applying them.
