The purpose of this study is to compare the attitude toward and the
understanding of the system of evaluation and certification (the system hereafter)
which will be carried out in Korea and to find out how well they are prepared
for it. A total of 246 preschool teachers participated in the experiment. A
questionnaire was distributed, collected, and analyzed. The results of the study are
as follows. First, the teachers' attitude toward the system is positive. They
understand the purpose of the system correctly. They think that the system will
help improve the early education program, the physical environment, and the
quality of teachers. Second, there was no difference across the patterns of the
early education institutions in terms of understanding of and preparation for the
system. The score for the understanding and preparation for the system was the
highest in the areas of 'health and nutrition' and 'safety'. In contrast, the score
was relatively low in the areas of 'early education environment', and 'early
education curriculum'. Third, the score was the lowest in the area of 'the relation
between the family and the community'. The effective way to help set up the
system considering early education teachers' needs and the environment of the
early education institutions is discussed. A suggestion for the governmental
supportive policy is provided.
