The parent involvement in education has been stressed as a new alternative in the cognitive development of children, the achievement of students and the innovation of school. The reasons for this arguement are that it makes students get good grades and marks, improves their behavior, shows their positive attitudes toward students and teachers and increases school effectiveness. This kind of study has various goals, but it has been mainly conducted with special reference to preschool education and community education. It develops the home as an important ground and resource of education on the basis of a partenership idea for home, school and community. The model of this program can be understood as a school- based program and a home – based program or parents impact model and community impact model in that they have had an effects on each other with a leading role of school and home. Parents have played t heir roles in this activity as audiences, tutors, volunteers, problem solvers, supporters and decision - makers. These activities have given positive benefits to students, teachers, schools and community agencies. However, there exist many obstacles to the participation between teachers and parents, such as teachers' understanding of parents' participation, their techniques and attitudes. Teachers show reluctance to them. In addition, they have neither confidence in them nor knowledge of their participation with their lack of training. Parents have also some difficulties in their participation in the way of their attitude, ability and time. To overcome such troubles, teachers have to change their belief and attitude as profession. To solve the problems completely, the climate of opening schools, the administrative support to teachers, cooperation with parents various programs and their flexibility, co-decision making and cooperation with all agencies of community may be considered. It is necessary to take into account the following participation policies In order that the parent involvement can be practically used an important way of innovating school education. First, education authorities should understand the parent involvement as a new movement to be developed in the innovation of school education and should make a system for an educational methodology by which teachers can work with parents, providing the teacher's training course about it. Second, schools must explain their plans after careful examination of adopting the parent involvement as an educational program, encouraging teachers' activity and doing the parent training necessary. Third, it is requisite for parents to render their positive services to schools by understanding the needs of teachers and intentions of school, getting more accustomed to learning contents of children and recognizing the method of helping children at schools and homes. In order to do parent involvement practically it is necessary for teachers and parents to have some motivation about it. It will be effective only if the teacher training and parent training are conducted on the basis of the cooperative effort between parents and teachers after identifying what opinion and attitude teachers have about parent involvement and assessing the parents' and school needs.
