The purpose of this study is to develop the national standard for film education as a cultural and art education in order to improve the quality of education. In particular, the sudden flood and faster flow of images make film increase its influence and importance. Indeed, the importance of film education is still small, even though it is a very important education for primary and secondary students at schools. Fortunately, now film education as a cultural and arts education has already poisoned an optional subject at high school, but it is needed to prepare for a systematic course and also tends to be taught temporarily without a long-term plan. Therefore, this paper on the development of national standard for film education suggests five levels of achievement standards. This study develops the national standard concept of film education in terms of goals, curricula, training, and so on. To this end, four content standards which are understanding, applying, creating, and social and cultural contribution are based on five groups: ① Grade 1-2 ② Grade 3-4 ③ Grade 5-6 ④ Grade 7-9 ⑤ Grade 10-12 by considering the developmental characteristics of students according to age.
