The purpose of this study is to analyze contents which related with learning environment of
⌈Special Education Law of Individuals with Disabilities and the like⌋. For this purpose, this
article reviewed 9 features which including 8 of 10 features of equitable education from
Education Policy Analysis, OECD and physical features. The result of content analysis is as
follows. There are 7 features-professional development of staff, external support services,
co-operation between schools, parent and community involvement, curriculum development,
classroom organization, physical environment-in ⌈Special Education Law of Individuals with
Disabilities and the like⌋ but this law does not include other 3 features-within-school support
services, school organization and management ?opportunities for whole school development.
