본 연구에서는⌈장애인 등에 대한 특수교육법⌋에 포함된 학습환경과 관련된 내용을 연구 검 토 하는데 연구의 목적이 있다. 연구의 목적을 달성하기 위해 OECD의 Education Policy Analysis를 통해 밝힌 공평한 교육(equitable education)의 10가지 특징 중 학습환경과 관련된 8 가지와 물리적 환경을 추가하여 총 9가지를 중심으로 검토하였으며 그 결과는 다음과 같다. 내용 분석 결과 관련인사(staff)의 전문성 개발, 외부 지원 서비스, 학교급간 협력, 부모와 지역사회의 참여, 교육과정 개발, 교실 조직, 물리적 환경과 관련된 내용은 ⌈장애인 등에 대한 특수교육법⌋에서 관련 조항을 찾아 볼 수 있었으나, 교내 지원 서비스, 학교 전체의 발전을 위한 학교 조직과 관리의 기회와 관련된 내용은 규정하고 있지 않았다.
The purpose of this study is to analyze contents which related with learning environment of ⌈Special Education Law of Individuals with Disabilities and the like⌋. For this purpose, this article reviewed 9 features which including 8 of 10 features of equitable education from Education Policy Analysis, OECD and physical features. The result of content analysis is as follows. There are 7 features-professional development of staff, external support services, co-operation between schools, parent and community involvement, curriculum development, classroom organization, physical environment-in ⌈Special Education Law of Individuals with Disabilities and the like⌋ but this law does not include other 3 features-within-school support services, school organization and management ?opportunities for whole school development.
