DPRK Supreme People’s Assembly legislated for executing 12-year compulsory education on
September 25, 2012. North Korea has executed 11-year compulsory education in the 1970s, so
new raw has more meaning than just extending for another year. North Korea's new leader,
Kim Jeong-Eun has the intention of improving the quality of school education and enhancing
secondary education to cultivate people with ability required by the Knowledge Economy
System. So the plan of executing 12-year compulsory education includes the innovation of
curricular and education method, the improvement of educational facility and environment,
recruiting of excellent teachers.
Kim Jeong-Eun regime has a plan to normalize school education and improve the quality of
education by executing 12-year compulsory education. This plan depends on North Korean
people’s support and cooperation, and the condition of North Korean economy to support the
innovation of education. Since 1945, North Korea has developed the movement of extending
school and the expansion of compulsory education. Most of them were progressed by North
Korean people’s support and cooperation. The plan of executing 12-year compulsory education
also needs North Korean people’s support and cooperation. The success of Kim Jeong-Eun’s
educational policy required by the knowledge economy era depends on improving the unequal
public education and involving North Korean people’s educational fever.
