본 연구는 우리나라의 인구 비율이 차츰 고령화 사회와 초고령 사회로 도래함에 따라 노인들 의 가치관도 많이 변화하고 있는데다가 기존의 고령화 대응 정책들이 대부분 노년기의 생존 권적 욕구를 해소하기 위한 것이었기 때문에, 연구자는 앞으로는 노년기의 삶의 질 향상이나 고령자의 자아실현 욕구에 초점을 맞춘 맞춤형 정책이 필요하다는 것을 인식하고 노인들의 사회참여로써 미술 활동을 활성화하는 방안을 제안한 것이다. 노인의 사회참여는 개인적, 사회적, 경제적, 조직적 성격이 포괄되는 보다 광범위한 활동으로 해석할 수 있으며, 즉, 노인의 참여에는 경제 활동, 교육 활동, 여가 활동, 정치 활동, 자원봉 사 활동 등 광범위한 영역의 활동이 포괄될 수 있다. 이러한 취지에서 노인 사회 참여 활동 의 일환으로 노인 미술 활동의 사례를 교육형, 재능 기부 및 봉사형, 공공미술가형, 미술치료 형으로 나누어 살펴보았다. 그리고 노인 미술 활동을 하는 노인을 대상으로 설문 조사를 한 결과 사회 참여 활동에 매우 적극적이고 그에 따른 만족도도 매우 높게 측정되었다. 이는 그 만큼 노인들의 사회 참여 욕구가 강하다는 증거가 되었다. 따라서 현대 사회에 어울리는 노인 정책을 위해서는 정부기관, 운영 주체, 평생교육사, 미술 전문가 등이 협력 체제를 구축하여 다각적으로 연구 검토하여 새로운 노인 미술 활동 방향을 모색해야 할 것이다. 본 연구에 따른 노인 미술 활동의 활성화 방안으로, 첫째, 능력 내실화 를 위한 미술의 전문성 강화, 둘째, 국가 차원의 일자리 지원 제도 마련, 셋째, 노인과 어린이 의 1대1 결연 제도 마련, 넷째, 학교 또는 공공기관에서 노인 미술지도사 프로그램 운영 등을 제안하였다.
As Korea is turning to aging and super-aging society, senior citizens are experiencing change in their value system. In addition, existing policies for aging society were designed to meet the needs of senior citizens to survive only. Therefore, the author recognized the need to develop customized policies to improve quality of life of aged population and help them realize their potential. Against this backdrop, this study aims to suggest measures to promote arts activities as a way for senior citizens to participate in the society. Social engagement of seniors can be defined as more comprehensive activities that include personal, social, economical and organizational aspects. In other words, seniors’ social participation can involve activities in various fields including economic, educational, leisure, political and volunteer activities. In this regard, the study examined arts activities as part of senior’s social activities and divided them into different types: educational, talent-sharing and volunteering, public art, and art therapy. The author conducted surveys with the seniors who perform art activities, and the results showed that they are very actively engaged in social activities and they were very satisfied with what they do. This shows the strong demand by seniors to participate in the society. Therefore, in order to develop policies for senior citizens to suit their needs in this modern society, different stakeholders including government, relevant agencies, life-long education instructors, and arts experts, should come together to collaborate and conduct research in various aspects to lay the path forward to establish arts activities for senior citizens. The measures to promote arts activities for seniors, according to this study, are as follows: 1) enhance arts expertise to enhance capabilities, 2) establish government-level policies to provide jobs to senior citizens in arts field, 3) build a one-on-one network between seniors and children, and 4) run senior art instructor program in schools or public institutions.
