The purpose of this study is to investigate the competence of teachers. This study is divided into two part. Part one was conducted through a literature review on competence model to identify the teachers\' competence and to extract the general high school teachers’ competences list. Part two was validated the list of selected competences through the Delphi technique with a 28 of education expert. The structured questionaries were analyzed to investigate the agreement and current level among the selected teachers\' competence by M, SD, frequency, and coefficient of variation(C.V.). The major findings of this study are as follows First, the concept of teacher competence resulted from literature review are as follows: Teachers\' competence is a relative differentiating knowledge, skill and attitude of individual which distinguishes a superior teacher from an average teacher. Second, the major domains of a teachers\' competences results from a literature review and Delphi technique which are as follows: subject professional ability(3sub-behavioral indicators), instructional professional skill(6), developing class students(4), information management(2), organization management(5), teamwork(4), and basic job attitude(3).
