The purpose of this study is to analyze and to evaluate the open/flexibility policy of Korean teachers\' society. To accomplish this aim and to draw research implications, a frame for analyzing the policy was set up by examining some literature on analysis of policy. The major result of this study depending on the method of literature survey are as follows: First, the open/flexibility policy of teachers\' society implemented by various types of policy-means to the end is based on the logic of Neo-liberalism depending on the concept of competition and that of effectiveness, rather than on the logic of education. Second, though the policy intend to activate the teachers\' society and to enhance the quality of teachers, some of the policy-means would be likely to fail to be implemented successfully because of the original intention connoting the neo-liberalistic educational rearrangement, not to speak of the insufficient acceptance and lack of support from teachers. It is reconsidered first that government should device proper alternatives based on the logic of education for the long-term successful implementation of this policy. Third, this study shows that government-centered policy has some limitation to draw teacher\'s positive support. Government should try to get the sufficient acceptance and support of teachers and those of teacher unions.
