In view of the rapid pace of scientific, technical, economic and social change, the access of life-long
education is a fundamental aspect of the right to education and facilitates the exercise of the right to
participate in political, cultural, artistic and scientific life. This study has attempted to show the practical
strategies for the development of life-long education programs. This study has formed up the historical,
philosophical, and sociological considerations for the development of life-long education programs. It has
also reviewed life-long education. Institutions annexed to the Universities in Seoul. Based upon this work,
it analyzed the problems in implementing of life-long education programs.
On the basis of these analysis, it was suggested that university life-long education institutions must be
differentiated with the general institutions.
Furthermore it must be characterized for their academic and traditional roles.
The Above findings, the problems of differentiation and characterization which covered with theoretical
conditions, practical procedures would influence the development and its final implementation of the
educational practice.
In addition, I hope, an effort has made to set the starting point of life-long education programs in the
field of other general institutions concerned.
