The purpose of this study is to identify limitations and problems according to paradigm shift from traditional segregated education to inclusive education at special education in Korea and to suggest countermeasures. The results of this study ars follows: First， limitations and problems of special education in Korea revealed to regard disabi!ities as individual problems rather than social problems， the knowledge of special education based on only psychology and biology， objective research attitude， physical state of inclusive education， and behavioral education based on functionalism Second， countermeasures according paradigm shift in special education is to reorganize the special education on paradigmatic viewpoint， to establish the special education in multi-paradigmatic and multidisciplinary way， to approach in assin?lative way in special education and dissimilative way in regular education， to secure an identity of special education through inclusive education， to try for self-criticism of professional groups， to inquire exact features of special class， to set up and manage model school for inclusive education， and to renovate the special education based on research and evidence.
