The procompetitive alliance has been attracted attention by outbound travel agencies in Korea as a prospective strategy for survival and development of outbound travel agents, which are confronting with environmental changes. However, the partners for alliances are limited and most of their exchanges are short-term and informal. In order to lead the alliance to be long-lasting and more effective, 5 steps can be suggested : diversifying the partners, considering the optimal alliance scale, analysing their own core ability, targeting specific purpose, developing structurally mutual organization system.
