본 연구의 목적은 우리나라 노인여가복지시설의 현황 고찰을 통하여 문제점을 파악하고, 이의 문제점 해결방안으로 선진화된 외국의 노인여가복지시설 분석을 통해 얻은 시사점을 우리나라 노인여가복지시설 운영에 적용하는 데 있다. 구체적으로 먼저 우리나라 노인여가복지시설을 살펴보고 문제점 4가지를 제시한 후, 외국의 4개 국가 즉 미국, 영국, 독일, 일본의 여가복지시설을 순서대로 연구?분석하고자 한다. 이렇게 연구?분석을 통해 얻은 시사점을 우리나라에 적용하여 노인여가복지시설의 문제점에 대한 개선방안을 제시한 후 결론부분에서 다음 4가지의 활성화 방안을 제언하였다. 첫째, 다양화한 노인여가복지시설의 보급을 위해서 대폭적인 재정적 지원 확충이 요구된다. 노인들의 여가활동 활성화를 위해서는 여가시설의 질적?양적 확충이 요망되는데 우리나라의 노인복지 재정규모는 국가예산의 약 0.1%에 불과하다. 이는 무엇보다 국가에서 노인여가의 중요성을 인식하고 그에 따른 예산지원 및 확보가 반드시 수반되어야 할 것이다. 둘째, 전문화를 위해 교육과정 등 노인교육시설의 체계적인 지원이 이루어져야 한다. 통합된 교육과정, 노인학교 교과서 및 교육교재의 개발, 전문 강사의 선정 및 지원 등이 필요하다. 각 노인학교에서 필요로 하는 강사를 공급하고 강사료를 지방정부에서 지급하는 ‘강사뱅크제’는 바람직한 지원 제도가 될 것이다. 셋째, 소외계층을 위하여 여가활동 기회가 형평성 있게 제공되도록 노인여가복지시설을 보급해야 한다. 이를 위해 여가 수단, 여가기회, 여가지원의 평준화를 위한 노력이 있어야 할 것이다. 건강하지 못한 노인, 경제력이 없는 노인과 신체적으로 장애가 있는 노인들에게 여가활동의 평준화는 아직 이뤄지지 않고 있다. 이를 극복하기 위해서는 다양하고 적극적인 여가시설 보급이 강구됨으로써 여가활동 참여의 기회 균등화를 이루어야 한다. 넷째, 개인이나 가족 중심적인 여가활동에서 사회봉사활동과 같은 지역사회와의 연계성을 갖춘 여가생활로의 패러다임 전환이 요구된다.
This study was purposed to identify the problems on the welfare facilities for the leisure time of the elderly in Korea through considering the current situation and to apply the implications obtained from the analysis on the advanced welfare facilities for the leisure time of the elderly for the operation of welfare facilities for the elderly in Korea. More specifically, 4 problems were suggested after looking into the welfare facilities for the leisure time of the elderly in the first place, and the welfare facilities for leisure time in USA, UK, Germany and Japan in sequence were studied and analyzed. The implications obtained from such study and analysis were adopted to Korea and the improving methods for the problems of the welfare facilities for the elderly were suggested. The following 4 methods for the activation were proposed in the conclusion. Firstly, the financial support shall be acquired greatly for the distribution of the diversified welfare facilities for the elderly. The qualitative. quantitative acquirement for the leisure facilities is necessary for the activation of the leisure for the elderly, but the budget scale for the welfare of the elderly is only 0.1% of the national budget. For this matter, the understanding on the importance of the leisure of the elderly, accordingly supporting and acquiring the budget are very essential. Secondly, the systematic support for the education facilities for the elderly shall be made such as the education course for the specialization. The integrated education course, development of the textbook and education material for the elderly school are required. The ‘Lecture bank system’ for the supply of the lecturer required for the elderly school and payment for the lecturer by the local government will be a desirable supporting system. Thirdly, the welfare facilities for the elderly shall be distributed to provide the equal opportunities for the leisure activities of the neglected class. For this purpose, the effort shall be made for balancing the leisure methods, opportunities and supporting. The leisure time is not standardized yet for the elderly who is not healthy, without economic ability and disabled. The opportunity standardization shall be made by the forced distribution of the leisure facilities to overcome such problems. Fourthly, the paradigm shall be converted from the family oriented leisure activities to the leisure life like the social devotion activities linked with the local communities.
