The purpose of this study is to introduce the socio-educational homehelper program in Germany for the children and the youth in the reality of increasing about 100.000 runaway teenagers. This preventive program is based on the children and youth law in Germany. Through the supporting strategies for the family helps this program on Empowerment for the parents with the problem of children-care and household. From the perspective of the prevention, homehelper method has two meanings as follows. Firstly, homehelper provides children und youth with a way of living together with their parents in the community. Secondly, it gives the family a chance to develop its resource. It prevents runaway teenagers from being brought up in the residential care by earlier finding out and preventing the problem of the family needed help. However this program has not been carried out in Korea. When the family cannot take care of its children and the youth, the problem of their leaving home will be serious. And the residential care for the children and the youth who don\'t want to come back to their home is a crisis treatment for social welfare not a strategy for prevention of the group home problem. This socio-educational helper program helps the family with overcoming its crisis and being self dependent through offering the effective preventive program by depth analyzing the problem of each family in the evolving the decentralization and community orientation.
