The purpose of this paper is to utilize effectively ICT maximizing art teaching and learning to face rapid social changes and fit in knowledge information society in 21 century where learners will live in. For this purpose, first of all, as a class utilizing ICT, it is considered that ICT class, study category and strategy utilizing Web and particulars in teaching in class while utilizing ICT. Next, utilization of ICT in art teaching and learning is suggested with various searching sites, and practical utilization is also presented. As examples, art and other related sites that utilize ICT from first grade to sixth grade in relation with art of the 7th teaching course and teaching-learning plans utilizing ICT is suggested. To maximize art and teaching-learning, there should be some studies on which teachers themselves quickly find, evaluate and classify vast multimedia contents appropriate to art teaching-learning. Information and multimedia content that is individually found in flood of information should be used in art teaching-learning and shared by all teachers. Teachers make and promote \'Cyber Class\' with high-quality study data by themselves, utilize actively the sites like guide site-\'Elementary School Guide\'-, Edunet or other regional information institute, participate in teachers\' clubs and labs opened in the Internet, and pay every effort to gain and utilize rapidly exchanging information.
