노인들의 의료 욕구와 이용 수준은 다른 어떤 연령층과도 비교할 수 없는 높은 특징을 보이고있다. 이는 노인들의 경우 신체 기능이 저하되고, 유병률이 높기 때문에 보건의료 비용에서 노인의료 비용이 차지하는 비중이 매우 크다는 현실을 반영하고 있다. 뿐만 아니라 평균수명과 기대여명의 증가는 신체적, 정신적 장애의 가능성이 높은 85세 이상 후기 고령인구의 급속한 증가를 가져왔으며 결국 수발에 대한 총수요량을 증가시키는데 결정적으로 기여하였다. -
