Recently, there seems to be an increasing demand for the parliamentary system among politicians as well as rank-and-file-voters in Korea. It can safely be inferred that it is due to the many defects of the presidential democracy. However, the parliamentary system itself can not be the only alternative to cure such defects. The aim of this study is to analyse the usefulness of the parliamentary system in achieving the political equality as well as the efficiency of the governing capacity by camparing it with the presidential democracy from perspectives such as Korean political culture and political process. THe study found that a change in regime type from the presidential democracy to the parliamentary system cannot be a panacea. More specifically, the parliamentary system alone cannot increase political equality and the efficiency of the governing capacity. rather, general political reformation is needed to improve of Korean politics.
