The purpose of this study is geared toward seeking realistic measures for the activation of Smart
Learning in the university educational setting. For this purpose, the theoretical foundations are studied,
a needs analysis is performed through a survey of university is performed through a survey of college
students and the education plan for the activation of this is researched. Through the survey, ‘the
opinions on the smart learning implementation, prerequisite to smart learning implementation in a
university educational setting and its teaching style, communication and social relationship between the
instrctor and the learner, educational psychology, teaching methodology, desired educational contents
are investigated. On the basis of the above research findings, the activation plans such as the
reinforcement of technological support from the university side, the development of the digital media
competency of instrctors, the development of the digital media competency and the digital media
related socio-ethical sense of responsibility of learners, the prevention of the negative aspects of the
smart learning, integrated and multi-disciplinary education, collaborative learning are proposed.
