본 연구는 시각장애학생의 수월성 교육을 위해 필요한 혁신과제의 탐색을 통하여 시각장애학생의 교육 재체제화 방안을 제시하는 데 그 목적이 있으며, 국내·외의 선행 연구 자료의 분석을 통한 문헌연구 방식 으로 이루어졌다. 연구를 통해 얻어진 혁신과제는 다음과 같다. 먼저 특수교육과 관련서비스의 법적 정의를 보다 명확하 게 해야 한다. 둘째, 조기 발견프로그램이 실시되어야 하고, 시각장애학생을 대상으로 하는 평가 프로그 램이 조속히 개발되어야 한다. 셋째, 시각장애학생의 특성을 고려한 교육과정이 개발되어야 한다. 넷째, 시각장애학생들에게 적절한 교육이 이루어지도록 IEP 프로그램의 개선이 필요하고, 교육부에서 일선학교 까지의 전달체계의 개선이 필요하다. 다섯째, 시각장애교육을 전담할 수 있는 교사의 양성과 더불어 관련 서비스 전담 인력의 양성이 필요하다. 여섯째, 시각장애학생과 학부모의 능동적인 참여가 필요하며, 시각 장애학교의 운영체제의 개선이 필요하다.
This primary goal of this study is to present ways to renovate and improve education programs achieve educational excellence among students with visual impairment by exploring relevant innovation tasks. To this end, a literature research was conducted by analyzing preliminary research materials at home and abroad. The innovation tasks obtained through research are as follows. First, we have to clarify the legal definition of special education and relevant services. Second, the early detection program must be carried out along with the development of assessment programs targeting visually impaired students as early as possible. Third, education courses with characteristics of visually impaired students taken into consideration should be developed. Fourth, improvement should be made on IEP program to facilitate a proper education for visually impaired students together with the reformation on the system of delivery and communication from the Ministry of Education to individual schools nationwide. Fifth, fostering teachers and personnel dedicated to education and relevant services for visually impaired students is required. Sixth, active participation of visually impaired students and their parents is much needed, not to mention renovation on the operating system of schools for the visually impaired.
