The public library must cultivate its competitiveness by researching and analyzing the community's demand and excavating the social demand and efficiently providing the service coinciding with it. Activating the English reading of the public library can provide an equal education chance and arrange a chance to relieve the gap between classes or regions and be a driving force to fulfill the role as a local reading culture institution faithfully. In order to study a plan to activate the English reading of the public library, the operational result of Busan English Library was analyzed which was the Korean first English-exclusive library. And the result is as follows. First, active users were secured preferentially. Second, excellent English books were organized. Third, the English reading program reflecting the use condition and the demand of English materials was operated and the English materials of the library were used for the actual program operation.
