본 연구의 목적은 초등학교 스포츠강사 제도 분석을 중심으로 향후 초등체육 정책의 발전 방향을 탐색하는 데 있다. 초등체육 관련 정책문서와 4명의 초등교사와 2명의 스포츠강사 심층면담을 통해 자료를 수집하였으며, 수집된 자료는 귀납적 범주분석을 통해 분석하였다. 정책에 ‘대한’ 분석과 정책을 ‘위한’ 분석의 균형점에서 스포츠 강사 제도의 장‧단점을 정책 형성, 실행, 평가의 측면에서 드러내고, 이를 바탕으로 체육전담교사 중심으로 방향을 선회한 초등체육 정책에 주는 시사점을 도출하고자 하였다. 정책 형성에서는 장기적인 측면에서 정책의 안정성과 방향성을, 정책 실행에서는 정책 주체의 전문성과 수업 책무성, 주체간의 상호작용을, 정책 평가에서는 교사의 역할과 학생의 학습과 관련한 스포츠강사의 효과성에 대한 명확한 평가의 필요성을 도출하였다. 장기적 계획과 실행의 측면에서 핵심적인 정책의 흐름을 이해하고, 명확한 정책 지침아래 정책 주체의 전문성과 상호작용을 극대화하며, 체계적인 정책 평가와 평가의 활용이 제대로 이루어 질 때, 초등체육 정책의 지속가능한 발전이 이루어 질 것이다.
The purpose of this study is to explore the directions for Physical Education Promotion policies in elementary schools based on analyzing sport instructor programs. We conducted semi-structured interviews and collected policy documents. By adapting inductive content analysis, we tried to offer some implications for the development of elementary physical education specialists programs. In consideration of policy process of Physical Education Promotion policies in elementary schools, we found that there were three key categories embedded within collected data: (1) police-making including policy safety and directions, (2) policy implementation relating to fostering policy players (i.e. teachers and sport instructors)’ competencies and responsibility, and active interaction between policy players, (3) policy evaluation showed the effectiveness of sport instructors on the change of teachers’ role and student’s learning. Building on our findings, there is an urgent need for considerations of three key categories including policy-making, policy implementation, and police evaluation, which will contribute the sustainable development of elementary school physical education policies.
