Since the Law for Employment Promotion of the Disabled was enacted in 1990, the disabled have expected to participate in economic activities. This expectation contains their eagerness to find basic welfare from labor category because of the poor basic welfare situation in our society. But at this time, even though it\'s 10 years since the Law was enforced, the employment rate of the disabled is less than the half of the compulsory rate of it. Accordingly, the quality of life of the disabled is still in a low level. Even after the revision of all over the legislation into the Law for Employment Promotion and Vocational Rehabilitation of the Disabled in 2000, the works relating employment of the disabled have not been efficacious in both sides of quality and quantity. Moreover, in 2004, the fund for employment promotion of the disabled, which is the substantial resources for the disabled to join the workplace, was dried up; therefore it is doubted that the existing works might be reduced. Now it\'s the time to analyze the course of the enforcement of the labour policy for the disabled and search for the fundamental solutions.
