이 연구는 장애아동을 양육하는 부모를 대상으로 장애아동 교육실태, 부모의 양육부담과 그 관련요인, 장애인 복지서비스에 대한 욕구를 조사ㆍ분석한 것이다. 조사는 전라북도 소도시에 거주하는 18세 이하의 장애아동 부모를 대상으로 이루어졌다. 연구결과는 첫째, 장애아동 가정의 경제적 부담이 높고 이에 대한 지원이 필요하다. 둘째, 장애아동의 경우에도 사교육비의 과도한 증가와 계층간 편차의 문제가 나타나고 있다. 장애아동의 특수한 욕구가 학교교육을 통해 적절히 충족되지 못하고 사교육에 의존하는 정도가 심해지는 것이 문제로 지적될 수 있다. 따라서 특수교육 및 치료비용에 대한 정부 보조를 늘리는 정책 뿐 아니라, 각급 교육청과 학교의 공교육을 통해 장애아동의 특수한 욕구가 충족될 수 있는 체계가 강화되어야 한다. 셋째, 학교교육에 대한 만족도를 보면, 초등학교 과정은 특수학교에 대해서, 중학교 과정은 일반학교에 대해서 만족도가 낮았다. 부모들은 특수학교 초등과정에서 양질의 치료서비스가 제공되지 않는 것, 일반 중학교에서 장애아동의 학교적응을 도와줄 지원체계가 없는 것을 가장 큰 문제로 지적하였다. 특수학교와 일반학교가 장애아동의 욕구에 대해 반응적으로 재구조화되어야함을 보여준다. 넷째, 부모의 양육부담과 관련하여 뇌병변장애와 발달장애아동의 가족에 대한 특별한 관심이 필요하고, 아동의 학교적응 지원과 부모의 사회적 지지망 확장이 필요하다. 다섯째, 부모 및 가족지원 서비스를 원활히 하기 위해서 사회복지사들은 부모상담 및 치료위주의 접근을 지양하고, 효과적인 부모역할에 대한 부모들의 구체적인 관심사를 중심으로 부모들을 서로 연결시키고 이 연결망을 통해 개인과 집단이 역량강화 하는 접근방법을 활용할 필요가 있다.
This study is performed to understand 1) the current situation of public and private education to disabled children, 2) parenting burden and the related variables, 3) parent\'s need to services. The subject of this survey is the parents of disabled children who live in a city of Jeollabuk-do. The results are as follows : 1) The families of disabled children have a difficulty in the high level economic burden, especially in the additional cost of disablement. 2) Also in the case of disabled children, there are the problems of rapid increase in the cost of private education and in the difference in accordance with the level of families\' income. It is important to point out that public school and local office of education have the responsibility to make the support system for the disabled students, and then to narrow the gap. 3) According to the parents\' opinions, the segregated elementary school don\'t provide the therapeutic services sufficiently, and the general middle school don\'t have the support system for disabled students at the school level. Therefore the general and special schools should endeavor to restructure school system more responsive to disabled students\' need. 4) In the subject of parenting burden, the families of cerebral palsy or autistic child need special support. It is important to emphasis the interventions that expand the parents\' social support networks. 5) Social workers working with the families can use the support group method, which is emphasis on the linkage of parent to parent, on the supportive interaction, and ultimately on the empowerment of the individual parent and the patents\' group.
