본 연구는 2014년 전국동시지방선거를 통해 출범한 민선6기 17개 광역시?도 지방정부의 장 애인분야 정책공약 중 장애아동과 관련한 공약을 파악하고 그 내용과 의의, 한계 등을 검토함 으로써 향후 지방정부의 장애아동복지 및 권리실현을 위한 제언을 목적으로 한다. 검토 결과, 17개 광역시?도지사들이 제시한 장애인분야 공약이행 계획 중 장애아동관련 공약은 소수의 광 역시(서울, 대구, 광주, 대전)에서만 확인할 수 있었으며, 그마저도 공약건수와 같은 양적 측면뿐 아니라, 추진내용 등에 대한 질적 측면에서도 여타 분야들에 비해 매우 빈약하거나 기초적 수 준에만 머무는 것으로 나타났다. 이에 장애아동의 복지 및 권리보장을 위한 다방면의 정책수립 과 원활한 이행이 요구되며, 특히 장애계의 요구에 대한 적절한 수용을 전제로 기초인프라 구 축에서부터 향후 지방의 특화된 장애인 정책 수립에 이르기까지 더 많은 노력이 강구되어야 할 것이다.
The purpose of this study is to identify disabled children related pledges among the disabled sector policy pledges of the 6th 17 metropolitan cities and provincial local governments elected by popular vote launched through nationwide local elections in 2014 and make a proposal for realizing the welfare and rights of children with disabilities by reviewing the contents and significance, limits According to the results of the review, of the disabled sector pledges implementation plans presented by 17 metropolitan city mayors and governors, disabled children related pledges could be found only in a small number of metropolitan cities (Seoul, Daegu, Gwangju, Daejeon). In addition, most pledges were found to be very poor or remain only at the basic level compared to other areas in the qualitative aspect such as promotion contents etc. as well as in the quantitative aspect such as the number of pledges. Thus, policy-making of various fields and smooth implementation for ensuring the welfare and rights of children with disabilities are required and more efforts should be made for specialized disabled children right-oriented policy making of local governments especially on the assumption of the appropriate acceptance for the request of the disability circle.
