세계화 시대의 주요 특징적인 모습으로는 초국가적 거버넌스의 중요성을 들 수 있다. 또한, 세계화로 인한 정치경제적 변화는 오늘날 사회정책 및 복지에 많은 영향을 주었으며, 더 나은 삶을 살고자 하는 인간의 욕구 또한 세계화의 영향을 받고 있다. 예컨대 오늘날 고령인구의 증가 등과 같은 원인으로 이루어진 다차원적 문제들을 해결하기 위한 다양한 논의는 더 이상 한나라의 국가적 수준에서만 고려되는 것이 아니라 초국가적 수준에서도 고려되어야 함을 의미한다. 본 연구는 이에 세계화로 인한 사회적 변화와 더불어 등장하는 초국가적 거버넌스의 역할과 이에 대한 사회복지적 접근방향에 대한 시사점을 제기하고자 한다. 본 연구에서는 먼저, 새로운 개념으로 등장하고 있는 초국가적 거버넌스에 대하여 살펴본다. 나아가 UN과 EU의 예를 통해 초국가적 거버넌스의 역할을 강화를 살펴보고, 사회정책과 복지측면의 관련성을 분석하고자 한다. 이러한 외국의 문헌자료 분석을 통해, 초국가적 거버넌스가 어떻게 사회정책과 복지에 영향을 주고 있는지를 살펴보고 세계경제 및 정치적 상황 변화 속에 세계화의 다양한 모습을 경험하고 있는 한국사회에서의 시사점을 제공하고자 하였다.
One of the most important feature of globalization is the increased importance of supranational governance. It is also acknowledged that economic and political changes arising from globalization are having an impact on social policy and welfare today. Influenced by this global aspect, Korea has seen increased public expectations for a better quality of life. It is becoming a new challenge to argue that the multifaceted problem such as the increased ageing population, requires state solutions, but at the same time it is structure of welfare must also now be the responsibility of other agencies in both national and supranational level. The main aim of this paper fosters the idea that the changing and dynamics globalized society as a new concern. In addition, the implications of global process for Korean social policy, and the function and responsibility of government must also be the focus of analysis. It will develop and overall understanding of the supranational governance through looking at some examples of supranational bodies such as the UN and the EU. Finally, the paper will try to highlight how supranational governance have been influencing social policy and welfare and the explain the implications of supranational governance for Korean social welfare.
