The purpose of this paper is to develop practice principles for instructional consultation
that consultants can apply in the context of instructional consultation. For this, researchers
utilized the Design-Based Research as a research method which emphasizes iteration of
formative evaluation combing theory and practice. Firstly, researchers drew primary practice
principles for instructional consultation through theoretical discussion about existing
researches. And then, we carried out formative evaluation using professional review,
interview, and observational dairy to find out various problems of primary practice
principles for instructional consultation. Finally, researchers could complete practice principles
for instructional consultation, TEACHER principles. TEACHER principles have meaning
emphasizing position of teachers as main agents of instructional improvement. TEACHER
principles are comprised of 7 principles, principle of Time, principle of Equality, principle of
Ability, principle of Collaboration, principle of Humanity, principle of Effectiveness, and
principle of Relationship. We named TEACHER principles using initials of each principle.
TEACHER principles developed through this research will be useful guidelines to
consultants. Also, many consultants will draw consultee’ spontaneity and satisfaction using
TEACHER principles.
