The purpose of this study was to analyze the measurement model and the level of professional learning community(PLC) in elementary and secondary schools. Drawn from a body of literature on PLC, this study identifies 6 factors constructing PLC as follows: (1) shard leadership, (2) shard values and vision, (3) teacher collaboration, (4) focus on student learning, (5) inquiry based culture, and (6) supportive environment. The sample for this study comprised 755 elementary and secondary teachers. Data was gathered via a questionnaire. Results, based on Second-order Confirmatory Factor Analysis, confirmed that PLC can be constructed by 6 factors. Another results, based on independent samples t-test, indicated that there are significant mean differences of 6 factors in elementary and secondary teachers. Moreover, Korean schools showed low level of PLC. In particular, supportive environment and teacher collaboration were the lowest level among 6 factors. Thus, this study suggests that policy-makers, administrators, and teachers should pay attention to the importance of PLC to change teachers' instructional practices and discuss educational implications.
