The purpose of this study is to suggest a tentative plan of the teaching portfolio development model and rubric for qualitative improvement of instruction in instructors. For this study, we analyzed the development process of the teaching portfolio to improve instruction in secondary and higher education. In this process, eighteen instructors participated in the development process of the teaching portfolio(a course portfolio) during the first and second term, 2008. During the development period of the teaching portfolio, we carried out qualitative research with an interview and pre/post questionnaire survey and quantitative research with frequency analysis, and T-test. Based on the analysis of the teaching portfolio development cases, we suggested a plan tentative plan of the teaching portfolio development model and rubric for developing and evaluating the teaching portfolio. According to a tentative plan of the teaching portfolio development model and rubric, five stages for teaching portfolio development were applied stages suggested by Seldin(2004), and rubric for the teaching portfolio evaluation was applied the evaluation criterion of Hart(1994). We expect that a tentative plan of these model and rubric for the development and evaluation of the teaching portfolio will be able to utilize the qualitative improvement and evaluation of instruction as well as the teacher evaluation in secondary education.
