As more and more students with disabilities have been educated in the general education classroom, there are enormous needs for highly qualified teachers who are well prepared to teach in inclusive educational environments not only for students with disabilities but also for students without disabilities. The purpose of this study was to analyze the affects of the graduate school of education's special education major programs in terms of teacher preparation and professional development to find out whether it supported the teachers effectively or not. Several graduate school of educations' management condition and curriculum were investigated. As a result, it was suggested that the special education programs in graduate school of education needed the program reforms in several ways: (1) the special education programs in graduate school of education should focus on in-service education for general education teachers, (2) more restricted school regulations governing the admission and graduation should be provided to control the quality of students, (3) the course standards of the basic requirement for special education teachers and the variety of deepen courses for experienced teachers should be available so that students can choose the courses for their needs, and (4) the courses such as student teaching experience and research methods, were some examples that should be included in the graduate school of education curriculum.
