The stance for the education policy of Lee Myung-Bak government is the autonomy and competition. The purpose of National Assesment of Educational Achievement(NAEA) by Lee Myung-Bak government is to reinforce accountability of school education. Under the condition of NAEA, some pressure groups who tend to lean on left wing and the teachers' unions strongly oppose this new policy. On the contrary, other pressure groups, citizens and the press associate themselves with it. This study analyzes these domestic policy stream by A-VICTORY policy situation analysis model. The results of the analysis are as follows. First, NAEA is enforced by interaction among domestic political situation, the international policy tendency, and credentialism in Korea. Second, it is needed to structure efficient system of evaluation with social consensus in short term, and explode credentialism as a long term goal in order to build the stable evaluation management system.
