우리 사회는 짧은 기간 동안 급속한 인구고령화가 진행되어 왔으며, 노인인구는 더욱 빠르게 증가할 것으로 예측된다. 인구의 고령화는 노인 및 노인의 건강에 대하여 특별한 사회적 보호의 필요성을 제기한다. 최근 우리나라에서는 노인장기요양보호제도로서 공적노인요양보험제도가 제안되었고, 이를 둘러싼 많은 논의가 있었다. 본 연구의 목적은 공적노인요양보험제도의 도입을 둘러싼 주요 쟁점을 확인하고 이들 논의들이 어떤 모습으로 전개되었는지를 기술하고 분석하며, 이를 바탕으로 향후 이 제도가 해결해야할 과제를 도출하는데 있다. 이러한 목적에 따라 본 연구에서는 크게 제도도입과 관련된 쟁점과 제도의 설계와 관련된 쟁점의 두 가지 차원에서 각종 이슈들을 정리, 분석하였다. 제도도입과 관련된 쟁점에는 제도의 이념과 목적, 도입의 시기, 보장방식 등이 포함되어 있고, 제도설계와 관련된 쟁점으로는 제도의 추진방향, 추진주체, 제도의 명칭, 관리운영주체, 수급권자의 범위, 급여의 형태, 서비스를 위한 기반시설의 현황 등이 다루어졌다. 한편, 이러한 쟁점들에 대한 논의를 바탕으로 본 연구에서는 공적노인요양보호제도의 과제로써 제도의 이념과 목적의 명확화, 시설 및 인력인프라의 시급한 확충, 국가 및 지방자치단체의 역할 강화, 성인지적 접근의 강화, 모니터링체계의 구축, 국민적 합의도출을 위한 노력 등 6가지를 제시하였다.
Korean population has been going through a rapid aging for a short term. Moreover the population of the elderly is expected to increase rapidly. The population aging causes the necessity of social protection toward the elderly people and their health care in particular. Recently, \'Public Long-term Care Insurance for Elderly\' was proposed as a official long-term care scheme for the elderly. And there were many discussions about public long-term care insurance for elderly. The purpose of this study is to investigate the issues and the tasks around the introduction of the public long-term care insurance for elderly. According to this purpose, we investigated the issues and suggested the tasks in the introduction of the public long-term care insurance for elderly. It follows; (1) specifying the ideology and the purpose of this Scheme (2) expanding the manpower and the facilities related to the long-term care (3) strengthening the role of the central and the local government (4) strengthening the gender sensitive approach in the design of the system (5) building the monitoring system (6) obtaining the national harmony and consensus
