It takes an empirical examination or an actual verification, analyzes the positive data and contributes welfare policy about physical right to Access have an effect on Quality of Life for the physically disabled. The questionnaire is focused on the sampling of the 234-person physically-disabled of over 18 years old who are living in Gwangju city. Five factors of the physical right to access are composed of the road, the public facility, the residence, the traffic and the communication. This study establishes the physically right to access as independent factors and the quality of life as dependent factors. The findings of this study are as follows. First, in the road factors, the establishing and using of a sidewalk, an underground passage and an overpass leads to improving the disabled\'s convenience and have a significant effect on the disabled\'s quality of life. Especially, the establishing and using of a sidewalk has more effect on the disabled\'s convenience than any others. Second, in the public facility factors, the establishing of access passage to the main exit and entrance, the accessible door and slope way of entering and leaving have a significant effect on the physically disabled\'s satisfaction degree. The accessible door and slope way of entering and leaving have more effect on their satisfaction degree than any others. Third, in the residence factors, the establishing of access passage for entering and leaving, the lowering or removing of in-house door sill and the convenience of the establishing of access passage for entering and leaving have a significant effect on the physically disabled\'s satisfaction degree. The establishing of access passage for entering and leaving has more effect on the disabled\'s convenience than any others. Fourth, in the traffic factors, the establishing of the train entrance and the establishing of seat and in-train toilet stool for the disabled have a significant effect on the disabled\'s quality of life. The in-train toilet stool for the disabled has more effect on the disabled\'s convenience than any others. Fifth, in the communication factors, the access convenience of a telephone booth in the park and the access convenience of mailbox have a significant effect on the physically disabled\'s quality of life. The access convenience of a telephone booth in the park has more effect on the disabled\'s convenience than any others. According to the findings of this study, the government should recognize the importance of the physical access and improve the social environment for the physically disabled to make use of the various public facilities and services. Therefore, the government should provide the disabled with their opportunities to participate in their social activities and make various efforts to lead to their social normalization and integration.
