2007년부터 진행되고 있는 장애인복지인프라 개편 사업의 주요 목적은 장애인복지 전달체계를 장애인 당사자 중심적 체계로 전환하여 장애인에 대한 종합적인 사정체계 구축 및 이에 기초한 서비스 제공, 연계 및 모니터링 시스템을 구축하는 것이다. 이러한 시스템 구축의 가능성과 방향성을 모색하기 위해 다양한 모형이 개발되어 2008년과 2009년 2차례에 걸쳐 모의적용 사업이 진행되었다. 모의적용 사업 결과 장애인 중심적 전달체계 구축의 가능성을 도출할 수 있었으나, 이를 우리사회에 실제로 구축하는 방안에 대하여는 합의를 보지 못하고 아직 논의가 진행 중인 상태이다. 현실 상황에 대한 다각적인 진단을 통해 전달체계 구축 방안에 대한 논의를 진행하고 대안을 탐색해 보았다.
Simulation for the reorganization of the current service delivery system for disabled people has been carried out since 2008. Its purpose is to establish a new system which makes a comprehensive assessment of disabled people such as medical situation, work capacity and needs for services, so that they can use necessary benefits and services for them. It means that the current system, which was organized for the convenience of service providers, will be changed into one oriented for disabled people as customers. In order to do so, various trial models for the new system were devised and has been being simulated. Despite the simulation of devised several models, however, a new desirable system has not been yet found out. This article reviews pros and cons of employed models for the establishment of the new system and explores an alternative model for disabled people.
