This paper aims at developing a system for identification, referra, diagnosis, and educational support of children with visual impairment in Korea, by reviewing to the British visual impairment service system. So it attempted a literature investigation and case study.
The results were as follows: First, it need to make registration criteria of visual impairment higher and provide a specific method for determining VI children that fit educational definition. Second, for the early identification and referral of VI children, the local education authorities have to be connected in the present system for disability registration and develop a supplementary system for the identification and referral by placing a VI peripatetic teacher in local special education support centers. Third, for educational support suitable to VI children\' needs, it is necessary to develop assessment instruments and method for practicing the comprehensive assessment of function related to school life and consider that educational support be graded several levels according to visual impairment and educational needs.
