다문화 시대로 이행하는 한국의 국제상호이해 교육에서 동포에 대한 상호이해 교육이 필요하다는 점을 이 글에서는 강조하고 있다. 2009년 현재 한국으로 온 외국인 이주자의 40% 정도가 동포 이주자들이다. 특히 2007년부터 시행된 방문취업제도는 매년 조선족과 고려인 동포 3만 5천여 명의 입국을 전제로 하고 있으며, 그 결과 동포의 수는 지속적으로 증가할 것으로 예상된다. 이렇듯 한국으로의 이주민 중 동포의 비율이 높은 것은 다문화 사회 내에서 한국계의 새로운 정체성 형성과 통합 측면에서도 중요하며, 동아시아의 지역협력에도 중요한 연결고리가 될 수 있다. 즉 한국 사회의 다문화 논의는 먼저 동포에 대한 상호 이해가 필요하며, 이는 동포와의 네트워크의 형성으로 가능하다는 점이다. 혈연적으로 가까운 동포에 대한 상호 이해와 교육이 없이 어떻게 다문화 교육이 이루어질 수 있겠는가? 또한, 이런 네트워크는 동아시아 차원에서 이루어져야 한다는 것을 강조한다. 이들을 연결하는 네트워크는 세계화 시대에서 단일적인 성격을 갖지 않는 동아시아 사람들에게 세계화의 성격이 주는 다양성을 능동적으로 적용하고, 좀 더 적극적인 다양화와 다원화의 첨병 역할을 하기 때문이다. 구체적인 예로 이 글에서는 한국사회와 중국동포와의 교육 네트워크 구축을 꼽고 있다. 중국 내의 중국동포(조선족)와 한국인과의 상호 이해는 물론, 한국과 중국 간의 상호 이해에서도 동포들과의 네트워크 구축은 중요하다. 이러한 현상은 중국 동포 사회를 바라보는 새로운 접근법이 필요하다는 것을 의미하며, 그 접근은 상호이해 교육을 통한 동질성의 회복이라 할 수 있다. 한국 사회와의 상호 협력적 관계는 다언어 다문화 교육 환경을 갖추고 있는 조선족 사회의 교육 기반에 기초한 네트워크 구축의 교육체계이다. 즉, 교류의 성격을 네트워크 구축을 축으로 하는 다양한 방식의 기반 공유 교류로 설정할 필요가 있으며, 현재 지속 사업으로 진행 중인 교사 모국 연수나 학술대회 참가, 교육 물자 지원 등이 우호적 교류 협력망으로 이어져 중국 조선족 사회와의 교류 협력 발전 원천으로 자리 잡는 것이 중요하다고 본다. 동포에 대한 상호이해 교육은 한국 다문화 교육에 있어 주요한 부분으로 자리 잡고 있으며, 향후, 여러 교류·협력 모델이 모색되어야 할 것이다.
The purpose of this paper is to address that formation of educational network with the Korean-Chinese society is an essential task for the international understanding in an emerging multi-cultural society in Korea. Korea is regarded to enter into the stage of multi-cultural society. However, more than 40 percent of the foreign residents in Korea is a special group, called ‘dongpo’or overseas Korean returnees. Therefore, understanding the ‘dongpo’who come from various countries, seems to be the first step for the international understanding. Among them, Korean-Chinese(Chosonjok) has a special feature. They are migrants across national borders between China and Korea, and have made their own distinct societies with South Koreans in China as well as in Korea. Therefore, to understand Korean-Chinese is not only to understand a feature of multi-cultural society of Korea, but also to promote mutual understanding with China in East Asian level. This paper is to illustrate various methods to make educational network for better understanding with the Korean-Chinese. From formation of the educational network, both sides understand each other better and promote mutual interests. Also, this method should be a basis of a new policy for the overseas Koreans as well as of the mutual understanding education in Korea.
