This study aims to identify teachers' perception on the support plan for improving education capacity of the private kindergarten and their different understanding. The study also aims to reanalyze and overview the plan through the results. Based on this study results, the conclusion and recommendations are presented as follows. First, teachers understand that the ‘operation requisite’, ‘support contents’, ‘post management’, and ‘the support period and inspection’ are appropriate while the kindergartens which receive an assistance has to fulfill support requisites with a transparency and duty. Also, the method that verifies the validity and selects through ‘index of evaluation’ and ‘the evaluation and selection’ which selected through the kindergarten evaluation by teachers was considered to be appropriate. Meanwhile, it was shown that teachers perceived that the support plan for improving education capacity of the private kindergarten was not appropriate in terms of the ‘condition of selection by regions’. Therefore, overall reexamination analysis is needed considering the educational opportunity equalization and for parents to have various chances to choose cheap educational facilities and for kindergartens in which a little number of children enter to get more support and to be able to get an equal opportunity depending on the schools' situation.
