\"The present study aimed at examining the influence of empowerment among the visually disabled university students on their social participation and moderating effect of information access and presenting practical methods to implement for social participation of the visually disabled through the examination. The survey was performed for visually disabled university students and Main results of the present study are as follows. Firstly, the social participation level of the visually disabled was
technically analysed and it means participants of the survey could not participate in social activities, but it would not have been greatly difficult to do so. political and social factors had the lowest among empowerment level and the level of information access was found that has a some difficulties. Secondly, political and social factors which showed moderating effect of information access. The present study focused on empowerment in explanation of social participation among the visually disabled university students, and it is meaningful accomplishment because it presented practical ways to implement by validating moderating effect of information access in the cause-effect relationship. It suggests that existing welfare of the disabled should maintain empowerment measures, which have provided a multiple and comprehensive perspective, and make an effort in information access for the visually disabled.
