한 국가에서 사회복지정책 공급주체의 결정은 경제사회적 특성과 복합적 변수가 서로 작용하면서 이루어진다. 중앙정부와 지방정부 또는 공공과 민간의 사회복지정책 공급주체는 주체별 기능적 특성과 장ㆍ단점을 고려한 과학적 정책분석을 바탕으로 공급주체의 효용성을 제고하도록 결정되어야 할 것이다. 국민의 생존권을 보장하기 위해서 인구구조의 변화, 국가재정의 어려움과 빈부격차로 인한 양극화의 심화 등 급격한 사회변화 등을 고려할 때 거시적 측면에서의 사회복지정책의 공급주체는 국가주도로 이루어져 보편적인 복지의 확대를 통한 국민의 삶의 질 향상에 기여하도록 하여야 할 것이다.
In a nation, the decisions of welfare policies supplier are tend to be made upon the interactions between multiple variables as well as socio-economic features. Central and local governments or public and private sectors who implement social welfare policies should enhance their efficiency on the ground of the functional traits of them and scientific policy analysis considering the advantages & disadvantages. To ensure the livelihood of the people, welfare policies supplier should contribute to improve the quality of the people's living through enlargement of universal welfare in the macroscopic viewpoint considering rapid transition of population structure, deterioration of public finance and polarization deepened by rich-poor gap.
