Interests toward the role and importance of Teacher Learning Community(TLC) as means of improving teacher professionalism and innovating school continues to grow. Thus, the purpose of this study is to suggest a direction for improvement in revitalizing the operation of TLC. To this end, documents including journal articles and theses/dissertations related to the operation of TLC was collected from Korea Citation Index (KCI) and Research Information Sharing Service (RISS) that was published from 2000 to February 2020. 84 documents in total was utilized and analyzed by a systematic review. To achieve the research objectives, this study first examined the concept of TLC and a brief history of TLC policy. Next, the collected documents were analyzed by four categories: (a) operation process, (b) features and effects, (c) difficulties and impediments, and (d) action plan. The results show that first, previous studies that described the operation process of TLC can be categorized into two: formation of TLC and motivation to participate in TLC, and operation type and management structure. Second, this study described features and effects of operating TLC. Third, difficulties and impediments when operating TLC was able to be categorized as difficulties related to members of TLC, difficulties in the operation process, and impediments related to office of education and schools. Fourth, action plans to revitalize the operation of TLC was presented at the level of the Ministry of Education, the Department of Education and the Office of Education, the school level, and the TLC level. Finally, based on the results of the analysis, the directions for improving the operation of TLC were considered.
