Safety of sports facilities starts from improvement of regulations to make a diagnosis of safety management of sports facilities and prepare provisions. To secure safety of sports facilities, setting standards for permission, declaration and registration and allowing installation only if the facility satisfies such standards in the stage of installation of sports facilities, regulating matters on the safety inspection and maintenance after installation, and various administrative restrictions are being imposed when violating matters defined by the regulation in the course of operation. Although the laws on the safety of sports facilities regulate matters on the safety management such as standards for safety inspection, manual of safety diagnosis, the laws still remain unimproved yet. Especially, the fact that small scaled sports facility business is vulnerable to safety management than public sports facilities is considered a problem. This thesis aims to suggest problems and improvement plans by examining details of representative laws on safety control of sports facilities from the viewpoint of public law.
