본 연구는 체육진흥투표권 사업의 미비점을 검토한 후, 체육진흥투표권 사업의 경쟁력과 공영성을 강화할 수 있는 방안을 제시하였다. 체육진흥투표권 사업의 미비점을 검토한 결과, ①낮은 상품성과 영업 중단 리스크 등으로 경쟁력이 취약하였으며, ②유명무실한 구매상한 제도와 중개･알선 행위의 만연으로 영업 건전성이 미약하였고, ③다른 사행산업에는 없는 불필요한 수탁 구조로 수탁 과정에서 논란이 끊이지 않아 사업 시행에 있어 지속적인 공영성을 담보하기 어려운 점이 있었다. 이에 본 연구는 ①체육진흥투표권 사업의 경쟁력 강화 방안으로 발행회차와 상품개발에 대한 승인권을 국민체육진흥공단에 부여하여 상품 경쟁력을 강화하고 단일 경기 대상 상품 등 수요가 많은 상품의 판매를 확대하는 한편, 매출총량 제도를 개선하여 불법 스포츠도박 수요를 흡수할 수 있는 여지를 마련하며, ②전자적형태의 본인인증 방식을 도입하고 모바일베팅의 도입을 검토하여 영업의 건전성을 담보하고, ③재수탁 구조를 개선하여 사업의 공영성을 강화하는 방안을 제시하였다. 이후에도 체육진흥투표권 사업의 경쟁력 강화에 관한 논의가 지속될 경우, 체육진흥투표권 사업이 폭증하고 있는 불법 스포츠도박 수요를 흡수하고 이용자의 중독성을 저감하는 마중물이 될 수 있음을 기대할 수 있었다.
After reviewing the weakness of the Sports Betting Industry in Korea, this study suggested ways to enhance the competitiveness of the Sports Betting Industry. After reviewing the Sports Betting Industry, This was not competitive due to low commerciality and risk of business interruption. And this was poorly managed due to the weak purchase upper limit system and the prevalence of illegal intermediation. The needless trust structure, which is not found in other gambling industries, has made it difficult to guarantee public interest in the process of entrustment as it has been controversial during the trustee selecting process. As a way to strengthen competitiveness of the Sports Betting Industry, there was a need to adjust the total amount of sales to provide room for absorbing the demand for Illegal Sports Gambling. And there was a need to introduce electronic authentication system and to give the Korea Sports Promotion Foundation the right to the issuance and the determination for enhance competitiveness of business. Since the study, if the trust structure and competitiveness of the Sports Betting Industry have been improved, so that the substantiality, public interest, and business competitiveness of the Sports Betting Industry in Korea have been strengthened, thereby it is expected the Sports Betting Industry in Korea will be absorbing the demand for Illegal Sports Gambling.
