문화체육관광부는 2015년부터 ‘스포츠비리신고센터’에서 신고내용을 직접 조사하여 필요한 조치를 취하고, 일상적 사안인 경우에는 대한체육회에 이첩하여 조사⋅처리하고 있다. 그리고 처리결과를 신고인과 스포츠비리신고센터에 회보하도록 하여 적정 처리 여부를 검토하고 신고 내용에 대한 처리진행 상황을 점검하여 장기간 방치되거나 부실 처리되는 일이 없도록 제도를 운영하고 있다. 그러나 스포츠분야에서 폭력, 성폭력 등 주요 인권침해는 지속적으로 발생하고 있는 것이 현실이다. 그 동안 체육계에서는 스포츠단체의 각종비리 및 스포츠인권침해에 대한 사건이 발생할 때마다 관련법을 개정하고 제도개선으로 스포츠비위 재발방지에 대한 근절대책을 마련해왔다. 2019년 스포츠인권특별조사단의 전수조사 실시한 이후에도 불구하고 트라이애슬론 국가대표 선수가 자살을 선택하게 된 충격적인 사건이 발생했다. 그 이유는 스포츠단체에서 위법사실을 확인하고도 종결처리하고, 체육단체에 징계요구한 후 방치하였기 때문이다. 비위사건관리의 부실처리는 징계시스템이 정상적으로 가동되지 않는 결과로 이어졌다. 또한, 스포츠공정위원회에 누락된 보고서는 징계해야 할 지도자를 오히려 구제하는 경우까지 발생했다. 결국 정보공유의 흠결은 실효성 있는 인권보호시스템이 구현되지 않는 결과로 이어졌고 피해선수를 보호하지 못했다. 법·제도 개선에도 지속적인 비리⋅비위사건의 발생은 스포츠단체의 뿌리 깊은 구조적인 문제 때문이라고 할 수 있다. 첫째 이유는 스포츠단체 정보공유시스템의 부실운영이다. 둘째, 징계시스템이 제 기능을 발휘하지 못했다. 셋째, 개인의 방어권을 위한 제도가 확보되지 않은 결과이다. 그래서 스포츠단체의 투명성과 공정성제고를 위하여 스포츠단체 실태조사 및 감사결과, 그리고 스포츠단체의 정보공개현황을 검토하고 이에 대한 개선 방안으로 스포츠단체의 정보공개 범위를 확대하는 것이 필요하고, 이를 위한 법·제도적 개선이 요구된다.

Eventually, the defect in information sharing led to the inability to implement an effective human rights protection system, and the victims could not be protected. Despite the improvement of laws and systems, the continued occurrence of corruption and corruption can be said to be due to the deep-rooted structural problems of sports organizations. The first reason is the poor operation of the information sharing system for sports organizations. Second, the disciplinary system did not function properly. Third, it is the result of not securing a system for individual defense rights. Therefore, in order to improve the transparency and fairness of sports organizations, it is necessary to review the actual condition survey and audit results of sports organizations, and the information disclosure status of sports organizations, and to expand the scope of information disclosure of sports organizations as an improvement plan.
