The purpose of this study is to draw up core issues for future changes of sports sites focusing on global mega trend of the fourth industrial revolution, present applicable cases for the core technological group in the fourth industrial revolution to solve the problems, while providing a series of research processes related to sports future change issues such as legal and policy discussion points. For this, the future prediction technique, Delphi, was utilized and the consulting organization was composed of a total of 20 people. Afterwards, a total of eight Delphi studies were conducted, and the major conclusions are as follows. First, a matrix for drawing up sports future change issues was developed. Second, a total of 16 future change issues predicted per sports policy type was deduced. Third, a total of eight response strategies to resolve expected future change issues was presented. Fourth, core technologies of the fourth industrial revolution to configure the eight response strategies were deduced such as AI, blockchain, cloud computing, as well as parts and materials technologies and peripheral technologies such as IoT wearable devices, display modules, motion tracking technologies, and RFID. Fifth, using the aforementioned technologies, ① construction of indoor gymnasiums applying information visualization theories, ② trust-based sports data collection using AI and blockchain and spatial sharing and distribution system block diagram, and ③ sports data collection and distribution system block diagram were presented. Sixth, school sports policy alternatives such as ‘hub sports facility system and block time system’ were suggested to utilize the above-mentioned system. Seventh, ‘revision of the Civil Act for profit distribution according to sports data distribution,’ ‘efforts for systematic improvements to procure 4th industrial revolution core technology ethics,’ ‘agreement on code-based rule range,’ etc. for the development and operation of the aforementioned system. This will not only provide an initiative for the entire sports policy to respond to the sports future society, but also contribute in the progress of research through organic combination and spread to similar fields such as research related to future change issues.
