이 연구는 학부모의 교육참여와 학부모교육의 법적 기반을 체계적으로 마련해 온 독일 학부모정책 동향 분석을 통해 우리나라 학부모정책 방향 제언을 위한 시사점을 도출하고자 하였다. 독일 학부모정책 관련 논문, 보고서, 기관 홈페이지 및 법령 등 문헌자료를 수집하고, 이를 정책목표 및 추진방향, 학부모회의 학교참여, 학부모교육, 법적·제도적 기반의 네 가지 영역으로 구분하여 분석하였다. 분석 결과 도출된 주요 시사점은 다음과 같다. 첫째, 독일의 학부모정책은 부모와의 협력을 통한 아동·청소년의 행복 보장을 목표로 교육복지 및 사회통합의 관점에서 실행되고 있다. 둘째, 독일에서의 학부모 학교참여는 학부모회를 중심으로 가정과 학교의 실제적인 협력과 소통이 이루어지고 있다. 셋째, 독일의 학부모교육은 가족교육센터를 중심으로 가족의 다양한 단계에서 가족교육을 지원한다. 넷째, 독일의 학부모정책은 「기본법」, 「아동·청소년지원법」, 「교육법」, 「평생교육법」등과 같은 강력한 법적 근거에 기반해 학부모 참여와 학부모교육을 실현하고 있다. 이 연구는 해외 학부모정책 연구가 매우 부족한 상황에서 독일의 학부모정책 동향을 체계적으로 분석하고, 우리나라 학부모정책의 추진방향, 실질적인 학부모회 운영과 학부모교육, 정책 추진 기반 마련을 위한 시사점을 도출하였다는 의의가 있다.
This study examines trends in German parent involvement policy to derive implications for the future direction of parent policy in Korea. Drawing on academic literature, reports, institutional websites, and legal documents, the analysis focuses on four areas: policy goals and directions, parental participation in schools, parent education, and legal and institutional foundations. The findings indicate that German parent involvement policy emphasizes educational welfare and social integration through cooperation with parents to promote the well-being of children and adolescents. Parental participation is institutionalized through parents’councils that facilitate practical communication and collaboration between families and schools. Parent education is supported by family education centers across different stages of family life. These policies are underpinned by a robust legal framework, including the Basic Law (Grundgesetz), the Child and Youth Services Act (Achtes Buch Sozialgesetzbuch [SGB VIII]), School Acts (Schulgesetz), and Adult and Continuing Education Acts (Weiterbildungsgesetz). This study contributes to the limited body of international research on parent involvement policy by systematically analyzing German practices and offering implications for strengthening parent policy in Korea, particularly in terms of parents’ councils, parent education, and legal and institutional foundations.
