The purpose of this research is to promote specialization and substance of leadership education in lifelong education institute. In the lifelong education level, the rationality of leadership must be recognized in many sides including the development task side, the source of the value and culture, integration of education contents, public sector and the necessity of applying leadership model. The direction of leadership education must be developed based on the main leadership theory and models. Especially, the concept of the leadership which suits the 21st century\'s knowledge-based information society and the understanding and application of lateral leadership concept in the educational viewpoint are demanded. The tasks of the 21st century\'s leadership program and adult education based on the importance of leadership program can present the diffusion of an organization culture, the link of emotional intelligence, the application of various education methods, the development of leadership through experience, the harmony of theory and practice in leadership program, and the link between lifelong education and leadership education.
