The current study compares「The bill of anti-discrimination against the handicapped people」
in Korea with「The handicapped's equal right law」in Germany to find out the differences and
similarities between them. The findings of the present study can be summarized like follows. First,the bill for the handicapped in Korea focuses upon maximizing the rights of the handicapped,and regulating the discrimination against them in such diverse areas as political, economic, social,and cultural ones. On the other hands,「The handicapped's equal right law」in Germany includes only basic rights of the disabled to achieve equal rights of them. Second, both Korea and Germany use a counselor and a collective lawsuit in the process of claiming the rights of the handicapped,including the lawsuit for discrimination against female handicapped people. Obviously, there is an urgent need for「The bill of anti-discrimination against the handicapped people」. However,eliminating the discrimination against the disabled will be impossible unless the attitude of general population toward the handicapped is improving.
