To establish qualified special education, the chaining system of teacher training program, curriculum guidelines, teacher selective examination should be importantly considered. However, problems in terms of the system are still existed due to specialty of special education,educational policies, some phenomena based on social circumstance. The problems are related to overly abundant teacher training programs in too many colleges and graduate schools, inconsistent curriculum, lack of specific guidelines for teacher training, insufficient practicum and internship, and the process of teacher selection. The current study discussed issues related to those problems in depth. Based on the problems, this study reviews cases of other countries and suggested improvement ideas for the process of teacher training, selection,educational policies.
